I don't think there is a "right" answer. At 10 years old I am assuming she is asking because she wants to get her own way? When our daughter (who is only 4) continues to whine or go on after we have said "no" we stay firm and let her know we will not change our mind. If she continues she gets a time out. On some occasions when she has been repeatedly disrespectful (talking back, being rude, diliberatly disobeying) we have removed priveledges (e.g. No TV/screen time for 1-2 days). It seems to be effective. We also make a point of calmly explaining why she was punished and what she did wrong.
